IMHO, it's not because of plugin annotations but use of reportPlugins 
parameter of site plugin which blocks reports from classical reporting 
section: mpir, javadoc, jxr, nothing is generated, not only plugin report

I tried to replace this reportPlugins section with reports, but it fails with 
ClassNotFoundException on SurefireBooter: IMHO, the config introduced as part 
as 
SUREFIRE-828 according to git blame never worked but this wasn't causing 
failure: reports were simply ignored.

I can commit the config if you want, even if the site doesn't build at all: I 
don't understand class loading problems within Surefire
