I said I'd do this release last week and we're trying to get the proper 3.1 deps together. I didn't get any significant time to triage issues because I spent the little time I had on trying to fix the plugin builds on jenkins.
Anyone wishing to make changes had time to do so. Unless some other current vote is also cancelled, I'm not respinning.
