I wasn't suggesting accepting pull requests for only docs; but both source and 
docs. Though it is interesting to know about the CLA exception.

Also, I'm not clear on how docs being their own repo makes it easier to render 
them on the website?

To take a step back, I think one of the reasons those pull requests were 
ignored was because we weren't watching them (at least I wasn't). A good first 
step would be to setup our github so that pull requests generate an email to 
dev@mesos.a.o. Even better would be if there was tooling to generate a RB 
request from a GH pull request. Either one would ensure that they won't slip 
out of cracks.
