This matches the [old detector
behavior|https://github.com/apache/mesos/blob/b73591057d06c79f241ca81737bcb61e56963e2b/src/detector/detector.cpp#L389]
and when the entire ZK cluster goes down for a long period of time, this helps
the schedulers and slaves disconnect from the master before ZK is restored.
