In order to update Mesos to have status update acknowledgments flowing through
the master, we first need to ensure that in 0.19.0 we update the master and the
slave to correctly handle status update acknowledgments flowing through the
master.
This means in 0.19.0, the scheduler driver will continue to send
acknowledgments directly to slaves, for backwards compatibility.
We can then proceed by updating the scheduler driver to send these to the
master in 0.20.0 per MESOS-1409.
