[~tillt] reported on IRC that he was having issues with a multiply defined
symbol when building a containerizer shim that linked against libmesos and
transitively included {{usage/usage.hpp}}. The cause was a (large) function
that was not marked inline.
Moving the definition into a source file is the best solution.
