Rather than a "remindAboutOffer" message for hoarding frameworks, I think we 
would prefer a "reserveOffer(offer, newTimeout)" that would prevent the offer 
from being rescinded for the new timeout. This allows hoarding frameworks to 
hold onto specific offers for a desired time period. But let's handle that in a 
separate JIRA.
