There are two mesos reviewboard repos currently, mesos and mesos-incubating,
both of which point at the mirror path of git.apache.org/mesos.git. In some
cases users have complained about review submission throwing 500's or
submitting reviews against the mesos-incubating repo (they are both synced
against trunk, so is more UI confusing than anything).
To help protect against this we should fix the repo and rb url in use and
reduce the number of flags when posting a review like --repository-url
