    One thing captures my attention is how we include C headers. AFAIK, the 
standard requires to include them like
    ```
    #include <ctime>
    #include <climits>
    #include <cstdio>
    ```
    and so on.
    
    Could you please create a cleanup newbie JIRA for this?
