I know the code-base is currently inconsistent, but let's follow the include
style rules for now so as not to make it more-so:

```c++
#include <mesos/module/module.hpp> // Includes from mesos public include
directory.
#include "master/master.hpp" // Includes from mesos src directory.
```

If we want to change the overall include style rules, let's make that a
seperate proposal / patch.
