Move the working groups page to the bottom of the community page.
# Purpose
This PR:
- moves the content from the old Working Groups page to the Community page.
- adds the API working group to the table of groups on the Community page.
- removes the old Working Groups page.
- redirects the old Working Groups URL to the new section on the Community
page.
# Caveats
I wasn't able to verify that the redirect works in my local build. Any
suggestions about how to test are most welcome!
