OK, to speed up the flow, I think that Travis CI could be configure to deploy
on http://www.apache.org/dev/publishing-maven-artifacts.html#publish-snapshot

I don't have skills on Travis CI, but we work with Jenkins and we could try to
configure the SNAPSHOT deployment.
