Next stop generate release artifacts.

In raw here is the steps:
1. Generate build artifact
2. Generate signature
3. Generate hash
4. Dump it to your people.apache.org
5. Announce it to dev@ list

I also have sent checklist about good release vote a while back from
Marvin in general@ list.
