The CsvDataContext(File, CsvConfiguration) and the ExcelDataContext(File,
ExcelConfiguration) constructors do not have a condition to check the file
existence and therefore they do not throw an IllegalArgumentException when the
file does not exist.
We should add one more condition to check the file existence.
