    METRON-866 Quickdev and Fulldev readme misses Docker as prerequisite

    Updates to the README instructions for both "Quick Dev" and "Full Dev".  
This adds "Docker" as a prerequisite, provides simple linkage/instructions, and 
also prompts the user to ensure that the Docker Service is running before 
trying to deploy Metron.
