    Topology restart shouldn't be required. In the event of a global config 
change `GenericEnrichmentBolt.reloadCallback` calls `GeoAdapter.updateAdapter` 
which delegates to `GeoLiteDatabase.INSTANCE.updateIfNecessary`.
