We've been signing up the developers, though real work
has still yet to start.  I think perhaps "develop the
community" and "develop the project's identity?"

I like it, but I don't think the other lines really work.

We do have community news:

The community has voted to invite four further developers
to join as committers and PPMC members.  Two of these were
omissions from the Initial Committers list; the others are new.
We are in the process of inviting them.

We have started developing the community on the Apache
mailinglists, but have yet to move other activities to Apache.
