I should add that MIRACL was running a repo called 
https://github.com/milagro-crypto which they have since taken off line.

This is where the contributions were occurring, but not being moved into 
the main repo.

Past bad behavior will not happen again as the Apache repos are now 
accessible by all contributors and PPMC members.
