That's weird. I ran the time server example on my Windows XP, used PuTTY and Cygwin telnet client to test the server, and was able to get the correct response. Java version was 1.6.0_02-b06. Could you try to change "UTF-8" to something else such as "US-ASCII" or "ISO-8859-1" just in case something's wrong with your system settings?
