ConnectionThrottleFilter

Since ConnectionThrottleFilter uses session.getRemoteAddress() to identify
the remote peer, could it be a problem when lots of users in a company using
a same public IP? If they connect at the "same time".
ConnectionThrottleFilter will block some of them. Right?
