JIRA is *good*. It's the only way to keep a track on what's going on. Now, not everyone is reading the created JIRAs, and in this special case, Niklas asked you to post to the mailing list so that everyone can react. FtpServer project is still in its infancy, and it needs to be more visible, using the mailing list can be appropriate.
I like it, because the issue number is in CHANGES.txt and
all related discussion is at one place.
I think that, as a rule of thumb, JIRA should be created: If you have found a bug (or think it's a bug), if you want to submit some patch, or even if you have an interesting improvement proposal. But sometime, we like to discuss such a proposal before it goes to JIRA, thus the usage of the mailing list.

I hope I clarified what I have in mind !
