ok, wrong explanation. I simply can't download the file because you are using a
M$ soft which does not allow around 30% of the population using something
better that M$ ie explorer to get the file through an aspx link :/.
More simply, just attach the file on the JIRA.
Remember that there are other system out there than just W$, and most of the
apache peeps are using either Mac of a flavor of Linux ... :)
