I'm a bit confused on what exactly you meant by -

I can't use the REST command because it only sets the offset for the file
in the local system and not in the remote system.

If you want to implement such things, they have to custom commands supported
by your FTP Server, which should work as long as the clients connecting to
your server know how to use those commands and do appropriate things.
