Streams that use the channel window sometime wait for data to become available.
Furthermore, sometimes they use an internal buffer to accumulate data and
eventually send it. At such scenarios, the session is not really "idle" since
it is doing something - it is idle only while it waits for the window to become
available. Therefore, we should reset the idle timeout counter before and after
such waits or buffering in order to avoid an idle timeout.
