The following code changes works, based on your example
HostConfigEntry targetHost = new HostConfigEntry();
targetHost.setHost("*,!" +Constants.getTunnelHost()); // for all include
hostname/ip
targetHost.setProxyJump(Constants.getTunnelHost());
