   Garbled characters are occasionally displayed in packets.

   When an error occurs, the following error message is displayed when the 
display ssh server error command is executed on the device:

   ### Actual behavior
   
   The SSH connection occasionally fails, and the Java code returns a password 
error message.
   
   ### Expected behavior
   
   The SSH connection is successfully established every time.
   
   ### Relevant log output
   
   ```Shell
   This problem does not occur in 2.12.0.
   
   Related errors are described in the problem description.
   ```
