btw one of the things to be careful with is what you mean by "cpu load".
A cpu running 40% of the time, at 800Mhz is obviously very different from a cpu
running 40% at 1600Mhz.
So just looking at cpu usage %age is not very useful if you want to answer the
question
"how much more work can I run". But if your question is "how much power saving from
idle do I get",
it might be a good metric.
Without qualifying what kind of thing you want to use the number for, it is
really hard to answer your question...
