Moblin uses the Bluez bluetooth stack, so your question can be turned around as: "Does bluez provide some type mechanism for an application to determine RSSI signal strength for a specific device.?" I can see that hcitool provides a way to get rssi signal strength for a connected device (man hcitool and search for rssi), but i bet you can also get access to lowlevel data (like signal strength from the last scan) via the bluez dbus API.
