The debian packaging scripts DO run it with these options. We were only
simplifying for the illustration.
Here's a simpler scenario:
./configure <blah blah>
make
make clean
make #FAIL
Like I said, generated files are not regenerated in spite of being
cleaned. The only way to successfully rebuild is to unpack the sources
again.
