I have no Z serial platform at hand, but I guess it should be. You can check
available CPU frequency choices by "cat
/sys/devices/system/cpu/cpu[x]/cpufreq/scaling_available_frequencies"
To set CPU frequency manually, you need
1. Change governor to "userspace" from Moblin default "ondemand"
Echo "userspace" >
/sys/devices/system/cpu/cpu[x]/cpufreq/scaling_governor
2. Set frequency which is supported by CPU, for example,
Echo "1333000"> /sys/devices/system/cpu/cpu[x]/cpufreq/scaling_setspeed.

Yes! When Moblin system is IDLE, the frequency of Atom N270 down to 800Mhz
automatically. When loaded, it works in 1.6Ghz.
You can confirm it by check
/sys/devices/system/cpu/cpux/cpufreq/cpuinfo_cur_freq.
