It's certainly fine for development in the sense that you can
run compilers, package builders, etc.   The problem is as the
interface has become rather 3D-intensive there is not currently
a good "emulator" that you can run such apps in, so for runtime
testing you pretty much need the target device. Earlier in the
life of Moblin, the default "desktop", if you want to use that
term for it, was not this way, and it was much less problematic
that kvm, vmware, etc. aren't able to do accelerated 3d graphics
on behalf of the moblin guest (and perhaps the website notes were
not appropriately updated).
