Well are you talk using a netbook image? On netbook, at present that's true that the mutter-moblin panel will cover the VKB, But I just wondering, why did you need a VKB for netbook since it should have a hardware keyboard? Come back to the problem itself, we treat the input method related windows specifically to show them above the panel, while for VKB this problem is not been take care of yet, but we will take it into account in near future.
