NBTK is going to be deprecated before too long, so Mx is a better bet in the long term. Both are widget toolkits built on top of Clutter, but Mx is under active development and gaining new features, while NBTK is not. The main issue you'll have at the moment is that Mx is not distributed as part of Moblin 2.1. So if you're developing for Moblin 2.1 or older, you would have to use NBTK at present.
