there's a known bug in uxlaunch (well, it's a design issue really) where it does not do any environment setup at all when it starts the users X session: subsequently, the panel parts run without any XDG_DATA_DIRS set in their environments.

We fixed this recently in git, but this change will likely not go out to older releases. You can verify this by starting a terminal WITHOUT making it "a login shell" and looking at your environment - it will likely not have XDG_DATA_DIRS set. You can also look at /var/log/uxlaunch.log.

apart from this fix, I don't know whether the panel does the right thing at this time, which would be a new bug.

you can pull uxlaunch from git.moblin.org and manually try the new version to check if that fixes the issue for you.
