I understand what you said. I just don't feel we're addressing the following
issues:

- how do we scale up for maintaining plugins?

- how do we quickly add committers to plugins? I would be for adding anyone
interested as we're doing in mojo land. I think we have a strong enough base
of current committers for the quality to be controlled and to remain high.
We could define thresholds if you think there could be a risk (like 2
committers who have been here for more than 6 months for 1 new committer or
something like that).

- segregation between mojo and apache. I keep thinking that we would all be
better if we had a single place for plugins (but keeping the notion of
sandbox - which we have in the 2 locations right now).

- I think we've created an architecture that allow us to completely decouple
the location of the plugins. The only thing that matters is that they find
their way in ibiblio. So I don't see why the plugins could not be decoupled
from Maven core.

- What I'd love to see is a "plugin central" kind of thing where all plugins
are equal and anyone can contribute plugins. This is probably coming and can
be layered on top of the repository manager. I agree that this is different
from where the plugin sources are located.
