I'm thinking it might be better if we added something like:

<appendedResources>
        <directory>dir</directory>
        <filtered>true/false</filtered>
         .....
</appendedResources>

to the RRP configuration.    "convention" could be something like 
"src/main/appended-resources" or something.  Resources in that dir are always 
appended.   Keep the current idea of resources that exist in the normal project 
resources as overriding whatever the RRP provides.    

Does that make more sense?
