Some kinda debugging would really help, so we can see the files RAT is
processing or something. Bizarrely its just started working again! :)
Not totally sure what the problem was; I think it could have been some
temporary files hanging around in the build area that were breaking things
(e.g. cobertura.ser from the maven site stuff).
So its working again how! Though it'd be handy if the RAT plugin was a tad
easier to debug when it breaks again (as you've no idea what file where is
breaking it)
