Have objection to upgrading the version as right now the latest version of tools is dependant on 3.2.0.cr5. In the past the inclusion of other version not supported by tools has brought a lot of headaches, that's why the plugin goes by what the tools release uses. Also annotations is not a dependency because of people using the plugin in jdk1.4 that doesn't need the extra download.
