Add touch file to mark an execution run.

This is not the same as 'skip', and the need we have is that when we do an 'mvn
release' we don't want to run the execution scripts 5 times for all the
different test runs for all the different reports. Our execution run takes
about 2 minutes, so I would like to flag the first one and not have to run for
each test run.
I have added a simple patch that adds this functionality. Please check it out
let me know what you guys think.
