For validation I agree with you: caching would be better.
However this is about checking well formedness only 
(http://mojo.codehaus.org/xml-maven-plugin/faq.html#well-formedness).
With the validating set to false. No validation is required, and IMHO the DTD's 
are not needed.

sample configuration:

                                                <validationSet>
                                                        
<validating>false</validating>
                                                        
<dir>src/main/webapp</dir>
                                                        <includes>
