Use DecimalFormat to round the doubles and floats to 3 decimal digits

Due to the nature of double representation, it may happen that certain columns 
in Maven 1 style reports become rather broad: for instance, summing up the 
double representation of time with 3 decimals may result in something like 
3.34200000000001.

Thus, it would be helpful to round doubles in the string representation to at 
most 3 decimals.

The attached patch solves this issue. Please note that it is a patch against 
our own repository. Thus, the line numbers may be influenced by the patch which 
has been submitted for MOJO-1204.
