I am not sure that's feasible. There is no equivalent of <pluginManagement>
for the <reporting> section. So the only means of locking down report plugin
versions in the parent POM is to add the plugin directly under
<reporting>/<plugins> which however causes its run for *all* sub projects.
Since there is to my knowledge also no way of disabling inherited reports,
this would be inappropriate for a bunch of other mojo plugins that don't use
these reports.
