Maven pom has a name+url combo for licenses, but we need the actual text of the
license in nbm-maven-plugin. Currently non-inheritable, needs dropping the
license into each project.
We should look at how checkstyle, pmd plugins look for configuration files and
do something similar. Or check the remote-resources-maven-plugin which is used
by apache to insert the mandatory NOTICE.txt and LICENSE.txt files into apache
artifacts.
