Add the allowMajorUpdates, allowMinorUpdates, and allowIncrementalUpdates
properties to use-latest-releases and use-latest-versions. This gives you the
ability to disallow updates to the major version number, for example.
The flags are the same as those for use-latest-snapshots, but the default
values are different in order to retain backwards compatibility.
I've included a patch with the updates along with integration tests.
