We are using Maven Changes Plugin to create an announcement for our projects.
We utilize a new feature there (MCHANGES-145) that generates the announcement
once for an entire multi module project. We'd like to attach that annoncement
file and deploy it to our repository.
For this to work we need the same feature in this plugin, to attach artifacts
only once for a multi module project. The default value for this feature must
match the current behavior of the plugin, so that current users are not
affected by this change.
