I think this functionality would sit better in a new goal... (and a report too)
I think you should implement
display-transitive-updates
transitive-updates-report
to report the information on transitive dependencies with updates newer than
the versions your project is using.
That would also allow for the new goals to report which dependency is pinning
the version down
