moved to support a release

In fact this wasn't a move, but a copy.
Since then only global modification has been done on the sandbox project, like:

So in conclusion:
- https://svn.codehaus.org/mojo/trunk/sandbox/weblogic-maven-plugin should be 
removed
- On http://mojo.codehaus.org/plugins.html the plugin should move from from 
sandbox to Production Plguins, section Application Server
- All issues under http://jira.codehaus.org/browse/MOJO/component/12133 should 
be moved to http://jira.codehaus.org/browse/MWEBLOGIC
- This MOJO component should be deleted.
