Class-Path should not be set for Maven-built module JARs

Currently NetbeansManifestUpdateMojo sets {{Class-Path}} in the target JAR.
This is inappropriate for a Maven artifact, although it is necessary for the
version of the JAR that gets packed into the NBM. CreateNbmMojo should inject
this header instead.
NetbeansManifestUpdateMojo should also set {{Maven-Class-Path}} as per
MNBMODULE-132.
