What about just adding a new parameter to the existing hard-deploy mojo?  
Something like a boolean "redeploy" or "overwrite" which determines whether all 
the files should be overwritten, or just the changed files?

I'm hesitant to add another mojo that seems to do basically the same thing as 
hard-deploy except doesn't overwrite all the unpacked files.
