As illustrated by the attached IT, the download-licenses goal doesn't allow
mojo parameters to be specified using system properties. For example, if you
specify an alternate location for the license configuration file, it isn't used.
I suspect there may be other goals in the license mojo that are similarly
affected, but I haven't checked.
